ref(theme): Update accent colors (#66933)

Make a few updates to our accent colors, mostly within the 400 series
(used primarily for text) and 100 series (used as background). These
changes lay the groundwork for further UI updates to components such as
`Alert` and `Tag` (in upcoming PRs):
