Rule ``modernize_strpos``

Replace ``strpos()`` calls with ``str_starts_with()`` or ``str_contains()`` if
possible.

Using this rule is risky

Risky if ``strpos``, ``str_starts_with`` or ``str_contains`` functions are
overridden.
